There are treadmills without electricity. The Woodway Curve treadmill, for example, does not have a drive motor and must be permanently driven by its power.
Hence the striking inward tread. As in a hamster bike, the tread only starts to roll when you take a small step or: up a level to accelerate the treadmill downwards. This makes some getting used to and requires a little more practice and coordination than running on a regular treadmill.
